The harmony of Rain on Me is rooted in 1990s house music tropes, specifically the French House style. It utilizes a four-chord loop (VI-VII-v-i) that avoids the harmonic pressure of a major V chord (G# major). By using the minor v (G#m), the song achieves a smooth, cyclical flow that complements the side-chained bass synth. The resolution to C#m feels inevitable but never aggressive, allowing the rhythmic elements to drive the energy while the harmony provides a sense of melancholic resilience.
The song explores the theme of persevering through personal troubles and finding solace in the fact that circumstances will improve. Benjamin Rice noted that the lyrics specifically address surviving heartbreak.
